Published fees include a $5 minimum for an immediately filled request, 25 cents per report page beyond eight pages, and color photo copies at $2 per page. Digital distribution has a $20 minimum, with added staff time billed at the published rate. Ask for an estimate because charges and delivery policy can change.


Riley Released Mugshots and KORA

Kansas Open Records Act policy favors access unless another law provides otherwise. K.S.A. 45-218 requires agency action by the end of the third business day. Action can mean production, denial with a basis, or an explanation of the time and cost needed. It does not guarantee that a photo will arrive within three days.

K.S.A. 45-219 allows reasonable actual-cost fees and contains a picture-copy limitation. Kansas agencies generally need not furnish copies of pictures unless shown at a public meeting. The safe request asks for inspection or access and the agency’s current policy. Do not promise digital delivery.

No official RCPD jail-information or inmate-lookup mobile app was found. CivicPlus alerts and RCPD social channels distribute news. They are not inmate tools. A photo in a selected press item does not establish that the person was released, and its publication date may differ from the image date.

KDOC Photos for Riley Releases

KASPER can include a photograph, physical description, KDOC number, conviction case, status, movement, and sentence information. It is appropriate when the person was sentenced to KDOC custody. The image is a state corrections photo, not necessarily the photograph taken during a Riley County Jail booking.

Search with the KDOC number when possible. If using a name, compare birth details, physical description, conviction county, and case. KDOC warns that an image database date can differ from the actual date the photograph was taken. Record the label rather than assigning an unsupported date.
